All Around in weld symbol

I'm placing a plate, similar to an end cap, on the interior side of a rectangular tube. The plate is inset 1/4" from the end of the tube. The corners of the tube are filleted, and the corners of the plate are chamfered. When I try to add a cosmetic weld bead, I can select the face of the plate, and all 8 interior faces of the tube, and it will place a bead that covers the entire perimeter of the plate, indicating an "all around" weld. HOWEVER, if I select the face of the plate, and one of the interior sides of the tube, and then check the "All Around" option, it won't place the weld bead.

 

Even more frustrating is that when I select all of the faces (without selecting the all around option) and I go to edit my weld symbol, no matter how many times I check the all around box, as soon as I rebuild the part the circle will be removed from the symbol. Is this normal behavior or am I doing something wrong?
