Is there a way make the BOM item numbers and the balloons to remain unchanged and in the same order even if I make a change to a weldment cutlist? I noticed this other day that the order of the BOM changed because I deleted the weldment cutlist.

Welcome to the forum. Click on your BOM to highlight it, go to the PropertyManager and click on the Lock icon ("Do not change item numbers") at the bottom of the "Item Numbers" section.
I'm not sure the responses you received will give you the result you expect. When you create your BOM or Cutlist, SWX will assign Item numbers based on assembly order or not. When you move your items around in the BOM to get the BOM to show the order you desire, if you check "Do not change item numbers" SWX interprets that to mean, go back to the original item numbers assigned by SWX. It DOES NOT mean keep the item numbers as you have arranged them.
the issue that I am having is that when revisions are made to the drawing the item numbers and balloons change from their original item number and balloons. I want to be able to keep the same item numbers and balloons the same way forever that way my drawings stay consistent with the ones that field guys have.
