How do you model parallel shells for meshing?

I have a 4 part assembly which are each circular disks. The two middle parts are midplanes as to create a shell mesh. The tutorial that found had a shell that directly contacted the midplane and a solid part. What if the midplane is parallel to the solid part (or another shell). The thickness of the shell should "fill in" the gap between each layer, but it doesn't (my test showed one layer fell through the other). Should I mate the midplanes as coincident, even though that means the overall thickness of my model isn't correct?

 

I attached an assembly which includes the forces, shell thickness and contact sets (bonded) that I need.

Any information or advice on this odd application would be appreciated.
