I think $PARTNUMBER is not a system specific property.
You can add any property to PTB
I added $PARTNUMBER and PARTNUMER and tried assigning both as an attribute but couldn't get either to work. Can you get it to work? The data should be the same as that seen Configuration Properties...

If you want that number to be shown here, it could be done with a macro.
Even without getting this display, your BOM can get the part number populated from the part property.
I am not sure what you are trying to get, Is it a BOM or a note or a title block?

I have not used Property Tab Builder, so I'm not any help there. Seems a shame it cannot assign $partnumber. You can assign it in a design table.
