Does Solidworks have any kind of a program where someone who is unemployed can download Solidworks and learn how to use it without having to pay full price for it?

There was a deal like that a few years ago but it expired. I would suggest contacting a VAR (SolidWorks reseller) and they may be able to help you get an evaluation copy or an inexpensive educational copy.
Also - as a SWorks User Group leader, I hope you are close enough to one of the groups to attend the meetings. They are free and a good source of info and networking!
