I was wondering if anyone can help me with adding draft to my model per the drawing. I have attached a picture of the print and my model. I tried to figure out how to do it but I can not figure it out'

Use Split Line to split the end faces at the Parting Line. Use the Draft feature to draft the faces in one direction, then draft the faces in the other direction. Once you have them drafted, you might want to use the Move Faces command to extend the cylinders enough to keep your dimensions either at the top or bottom inside your tolerances. (Or just edit your original cylinder length.)
For the partial flange, you will need to insert the Draft feature before the base fillet.

1. where is the parting surface/line?
2. where do the dimensions apply? (at the parting suface, or at the distal end, or elswhere)
He shows the parting line in the top, left and bottom views. I would guess that they are assuming that the draft fits inside the tolerances of +1/16 -0.
Like Jerry said, about the parting line, it is at on the top, left and bottom view. I have the model at the dimensional size now. I just need help adding the draft to the model. I
could not find any way to add draft to a cylindrical feature so it basically makes a point at the tip of each one like shown in the drawing.
In cases like this, you'll need to build it into the feature's sketch (see attached.) Simply change the current sketch t0 construction and create splines that are parameterized to allow for draft away from partling line. there is a a global variable to control draft degree. If you change draft degree substantially, you also have to individidually change the weighting on the splines to adjust shape to be close to cylinder profile.
Thanks for the response!!! I'm not quite sure if I know what you are saying. It looks like you changed the sketches for the cylinders to make them have draft, is that correct? If so the cylinders shouldn't have to change because they are rounded. I just want to know how to add the conical draft on the ends of the cylindrical features (3 places). If I want to do that it looks like I would have to create a revolve for each one to add it manually.....Correct?

Is there a request in yet to make the draft add on the part instead of taking away from it forcing you to move things around to hold your dimensions?
I'm not sure if this will work, but you can try using a Parting Line draft instead of a Neutral Plane draft, picking the semi-circular edges of your cylinders.
