All current mates are suppressed but adding a new mate over defines assembly

I'm working in an assembly with a couple of subassemblies and I'm trying to mate an assembly that has mates in another configuration, but they are all suppressed in the one I'm working with.  When I try to add a new mate, it tells me that adding this mate will over define the assembly even though all the current mates are suppressed. Is there a way to fix this without deleting all the suppressed mates?
