This is possible "out of the box" - the Task Add-in needs to be installed and then you can "Convert Files" to PDF / DXF / STEP by menu command or when they pass through a particular Workflow Transition.
Just search for "Task Add-in" in the SolidWorks help and you should have all the information you need.
Lawrence, You don't need API to send files to a specific folder, It can be done using tasks itself.
First you will have to add the add-in called SW Task Add-in your vault. Create a task and in the task type select conversion process, Which prompts you to re-open the interface.
Then define the folder inside or outside the vault to save the PDF's.

Thank you both for your help. I was able to do this sucsessfully with the task add in. I have sldrw files being converted to PDF at the approved state and going into an approved drawing folder, and I have sldprt files being converted to IGES for manufacturing, and going into an approved MFG folder.
