If I already have created a part, and it has 5 configurations, and I add a feature to the end of the feature tree, will it be unsupressed in all configurations?
Or, should I start by asking is there a checkbox somewhere for new features to always be unsupressed in all configs or only in the one it is created in.
Like system options?

Depends on what settings you have in the existing configurations. Take a look at this image:
The following properties control what happens when you add new items to another configuration, and then activate this configuration again. The options that are available depend on the type of document.
