It seems to me that the reload sht format, is a little unpredictable; sometimes it's greyed out sometimes, it's availible.
What am I missing about this?

Is there any chance that the sheet format (.slddrt) was moved? The Reload button might be grayed out if SW can't find the sheet format.
The sheet slddrts, are in an active template directory, the current one that I'm using now. If I go through the steps; it seems like the reload option is usually greyed out. Somehow, I was able to get it to come up with the reload option, & browse to the sheet format, or vicea-versa, but I'm hoping to see more consistancy, & not have it be a hit or miss process.

By going through the steps, I assume you mean you RMB on the sheet tab (or a blank place on the sheet) and go to Properties?
Yeah, like, R.C. edit sheet format; then R.C., that sheet format again, & select properties. That gives you the ability to browse to the selected slddrt file, but then I'm getting alot of the reload button being greyed out; for some reason.
This issue has also been annoying me for a while. Today I discovered that when the reload button is greyed out, if you double click the sheet name in the list under the "Standard Sheet Size" heading, the sheet will then proceed with reloading. The message "The current sheet has notes that have been modified. Do you want these deleted" appears first. After you click "Yes" the sheet reloads. Thereafter the reload button works again (no longer greyed out). Don't know why this works or even why I tried it but hopefully it will solve your problem in the short term until Solidworks fix the bug.
or my favorite, "cant find sheet format".....but its there when you look for it.
