Why solidworks can't plot a stabil graph of velocity (without accelaration) from motion study?

*Basicly with constant speed input from motion study will show graph of velocity same with input (constant).

Why are you blaming SW for your inablility to setup a problem correctly?
You have multiple problems in the files you submitted. First, if you wanted to get values relative to the coordinate system, it would have been a good idea to fix the first component (Pin1) at the assembly origin. While this is not absolutely essential, not doing it shows sloppy work.
Second, you keep saying "constant velocity" but you do not have a constant velocity motor defined in either of the two motion studies you defined. On one study the motor goes from 100 RPM to zero RPM and in the other 1 RPM to 100 RPM. You should have been able to tell that from the blue changebar.
Then the question is what are you trying to plot? I created a new motion study and set a constant speed motor to run at 30 RPM for the entire study. In the top two plots below, the angular and linear velocity magnitudes are plotted for Pin3 relative to Pin1 and they are both constant. The third plot, which looks like yours is the linear velocity magnitude of Pin4 vs. Pin1 which is not constant and should not be constant.
So, what exactly are you trying to achieve?
