I cannot use my edge flange

I'm working on a rather simple part.

I have had no problem adding edge flanges to the whole part. I had to close the model, and come back to it at a later time.

When I opened it, my edge flange feature is grayed out...I cannot click on it to create the last edge flange I need. I know it is probably a simple solution, and right in fron of my face, however, I am not able to see it. Please help.

If you notice, you will see the arrows pointing to #1 the area where I want to create the edge flange.

Also the tools area where the edge flange option is not able to be used.

Any help would be appreciated.

      What I wanted to do is run through the steps you did to construct the model using the rollback bar. It would be there I would hope to see where the issue might be. I cannot do that with the picture file. I would suggest you try the same thing. It appears that the welded corners are suppressed?
      
      Perhaps the only suggestion I could make now is to add the welded corners at the completion of the model.

Have you tried closing SolidWorks then restarting and reopening the file?

Also, I noticed that the selection line is blue not green and it looks like all the holes are selected?

  Where it looks like the holes are selected, those are PEM nuts behind the surface holes. They are a different color than the actual surface.
  I did try and close the drawing and open it again. I've tried a few tricks (exhaustedly so). I had no luck.
