Have you opened the calloutformat.txt file and studied it to see how the callout formatting is done?
I think if you study the file for a bit you will see what you need to change.
Before you make any changes to the file be sure to create a copy for backup. Then experiment to see how the file works in formatting hole callouts.
After you have updated the file be sure to put it someplace on your network and path to it under System Options > File Locations so you do not have to update the file again the next time you upgrade SolidWorks on your computer.
To start, I would open the calloutformat.txt file in Windows Notepad and do a search for "THRU ALL" That is where you need to make the changes.
Also, if you scroll to the very bottom of the calloutformat.txt while in Notepad you will see all the tags you can use to pull data from the Access database that drives Hole Wizard.
When you opened the calloutformat.txt file in Windows Notepad and did a search for "THRU ALL" what did you find?
I did further research on this and found the following
If you select "Through All" depth in end condition, call out will be "THRU ALL"
If you select "Up To Next" depth in end condition, call out will be "THRU"

Even if the callout text file shows <hw-thru>, SW automatically changes to THRU ALL
Thank you; that is exactly what I was looking for. I am now directing my thru holes to Up to Next & To Surface.
