and when assembling these two parts, How do use the Vehicle co-ordinate system?

1. Insert the parts in the assembly and make sure they are floating (RMB/Float)
2. Mate the origin of the first part with the origin of the assembly. Make sure that Align Axis is checked.
3. Repeat step 2 for all the other components.

You can also use this technique to avoid mates altogether:
Never contemplated dragging multiple files into an assembly this way before. I like it a lot. I often add multiple parts at a time by pinning the insert component manager up. From now on I'm dragging them in.
I work with perspective on a lot. I find adding parts to an assembly won't fix the part to the origin correctly with perspective on.
