I need to rotate a part in my assembly exactly 45 degrees and I have it properly constrained (cylindrical)
Now I use "Rotate Component" and I enter 45 degrees.
When I do smart dimension between two previosuly parallel faces, it shows 39.34.. degrees
Initially I thought this rotated by Z in the viewport plane and not about the real Z-axis, but when I tried again with from the top down view, the rotation was incorrect again
Why is this happening? This seems like a major bug

I don't know why it isn't working for you in 2012 (I'm still using 2010), but I would not use the rotate feature. I would just mate with an angle mate, even if I had to generate a plane to mate to.
