I've been trying to find out where to download the MS Internet Explorer plugin that allows viewing an eDrawing in a browser. Many people talk about it but never mention where to download it, and how to install it. It must be available on some public site because you want non-SW users to be able to download and install it.

You don't need a IE plug in.
If you open the part/ assembly/ eDrawing in eDrawings then Save As - eDrawing HTML file. The file will then be openable IE (with built in eDrawings features (Measure/ Mark Up etc).
