you can use cavity option to do that but you have to edit part in assembly mode only then only you will get the option of cavity
You could use an "In Context" method;
Edit the part to be cut and create a zero offset surface(s) from the part being used as the cutting tool, then use that surface in a Cut With Surface operation.
you cant apply direct tolerance one way is to apply scale parameters and as it is in % so you can directly enter a value in units.
2 problem with this feature:
1: I can't get an absolute clearance value. for example if I just want 1 mm clearance, it can't do it.
2: If there are multiple holes created with cavity, Adding scale parameter will move the location of the hole because it scale around the center of the whole part not the center of each holes...
