Using Solid Works as a Power User

I'm starting to restrict my users from administrators to power users. I'm having a problem in Solid Works Premiere 2010 now when they try to add a file location in Solid Works  it asks for administrative rights? Is there a registry key or folder that I can give power users access to that will allow them to add a file location without them entering in administrators password?


Tools - Option - File Location is where I'm trying to make the change. Also I have already given Power Users full access to the Solid Works folder in Program Files.
