Yes it is Pro-E. It came with 4 different parts in a folder. I was able to convert with other 3, but not this one.
It opened as a flat piece for me, with sketches here and there. Can you obtain a Step file?

This took a little modification to get it to work. There was an issue, perhaps from the conversion at the top at the 30 degree bend and the rectangular slots. This part should be checked to see that it conforms to your print before using. It flattens here.
I am on 2012. Just in case I attached a Step file as well. I'm done for the day now.

I was able to open the STEP file, but not SW 2012. Did you cut modify the slot cut-out to either cut pass the bendline?

The file I attached before flattened for me as I mentioned in 2012. All of the slots were 10mm long so I made those as well. The slot ends at the start of the bend radius so I didn't have to change the length. The error appeared to be how the Step or SW conversion handled the intersection of the bend tangent edge and the slot. It went at an angle, different at the other slot. I'm showing one side in the picture below. You should be able to convert the Step file in SW.
Is this a Pro-E part?
