I am trying to design a custom chopper. I have been struggling trying to get started with this project. I want to use a top down design approach, but it doesn't serem to be working. I have tried to use the layout method, but I have problems trying to incorporate things that I have created into the layout into a actual part. Pro-engineer allows you to set up a skeleton and reference things into either a piece part, or a sub assembly. The only way I can see to to this type of approach in SW is using blocks and it seems like they are very limited.

What is the best way to do a top down design if you want to use a skeleton method ?
