Using the Convert to Sheetmetal tools in SolidWorks? No....
This part as deformation in two directions. SolidWorks can flatten parts that are formed with simple bends and wipes such that you would manufacture with a brake press.
You will need software such as BlankWorks, Logopress, etc to generate a flat pattern.
If you have a good die design book, it will have formulas in the book to calculate be hand.

Future version model; and hard to see i pic, but in general:
Standard cone -> YES (and you can unfold it)
Spherical/dome-shape -> forming tool -> "yes" (but may not be so useful, since you model it as you manufacture it - forming...)
This is just a personal model. I am a home brewer and am building a brewery at my house. This is a false bottom for one of my kettles. I just wanted to flatten the pattern and print it so I could use it as a pattern. I got it all figured out and was able to transfer the pattern to the domed sheetmetal anyway.
