I am not overly familiar with surfacing but would like to create a model of the sea floor (a defined area where I dive). Can anyone advise me on how to create a surface with mulitiple levels?
Freeform may be your best bet in Solidworks. Solidworks would not be my first choose to do this kind of modeling. I would use a program like 3D Studio Max or Maya.

That being said, the only easy option I can suggest is zsurf:

Otherwise, you need a mesh/sub-d modeler. Those kinds of modelers are much more adept at this type of modeling, and are really what you want. modo, 3Ds Max, Maya, Lightwave, Bryce, Form-Z, Zbrush, etc. Blender is an option that is free. But this is not, I'm sure, what you were looking for by using your existing knowledge of and access to SolidWorks.
