besides all of the drafting standards I am familiar with say to always put the dimensions outside of the drawing view.
Solidworks will clear an area if the dimension is over a hatch, but not normal geometry. Good drafting practices indicate that dimensions should not be placed over the part unless there is no other option.
*Edit - Why not show this area as an exploded view, if you need to convey that specific detail?
