is the curve in the surface uniform? I would have used a lofted bend with a big radius. Then a cut "normal" to surface for the shape.

I changed your surface offset to a 0.0 offset from the inside surface (the side that holds water). Split that surface in half. Thickened it .08in. Then used Insert Bends and selected the long straight edge.
You need the thickened surface to get the proper normal cuts on the perimeter and the hole. Then it will flatten.
Mirror as needed to get the other half.
I have 0.5 for a k-factor. Update as needed for your material and forming process.
