Configured models being changed by referencing assemblies ?

We've been using configurations and design tables to create tabulated drawings showing dash-numbered variations of certain parts.  It seems to work fine, but I'm seeing a strange symptom when these parts are included in an assembly.

I understand that if I change a part model, the assembly that changes it must be rebuilt, but normally the reverse is not true; if I change an assembly, it doesn't require a part used in that assembly to be rebuilt.  With these configured/tabulated parts it does.

When I open an assembly which uses these parts I get a dialog warning that the part itself is being changed but that I can't save the changes because it's not checked out.  How can opening an assembly cause the part being reference to change?  This only happens with parts that have design-table driven configurations and tabulated drawings.
