I've been using SWX for 10+years and have never seen it.
But a colleague can (inadvertently) pull it up using an unconventional keystroke: Shift+Ctrl+h
I apologize for the potential false excitement but this looks like old remnants (obviously keyboard shortcut that toggles a debug flag in the build) from a project that we have to pull usually due to way too many quality/usability issues.
what version + sp is he using? - I am unable to replicate with 2011 sp 4.0

Yeah, that's interesting. Does the feature work? Does it produce a plastic shell feature in the tree?
Go to add ins, see if he has the Plastics add in.
Running Professional. There is no "Plastics" add-in.
In fact, no, the feature does not work. It crashes every time. Cancel=crash. Enter good values=crash. Enter outrageous values=crash.

An interesting idea, but I can imagine any number of difficulties in getting it to actually work. It would be nice if we could generate good plastic models from a relatively crude initial design, but it seems to me it would be very often impossible to make the right guesses on how to add features like draft. I'm really glad you pulled it.
