Not able to check out assembly file,if other user has checkedout a part drawing?

I need to check out a assembly file, but other user has checkedout a drawing. the drawing is of a part which is used in the assembly.

I thought EPDM allows multiple user to use the data base at a same time.  why EPDM is not allowing to use multiple files by multiple people?

or is ther an option to allow multiple users t work on multiple fies?
