I want the distance between 2 point to be 10 mm, but I cant use smart dimensions like I used in the sketch mode.
How can I define the distance?

It's hard to say without seeing the file, but you will probably either need to edit the sketch that created the center body or edit the coordinate, depending on which came first. Can you post the part? That would be a big help.
Jilles,
You posted the assembly, but I can't see much without the parts. I can see the file names but they are grayed out and the parts aren't visible. You can put the parts along with the assembly in a zip file and post that. I had assumed that I was looking at a part earlier, but knowing that it's an assembly helps. You will need to use the mate function to set the plate at the correct distance from your origin. If that puts it in the incorrect postion in relation to the base then you will need to float the base and mate it to your front, top, and right planes. All of that is assuming that the base is the first part brought into the assembly.
