I believe that is what they call a selection filter.
Bring up your selection filter toolbar and 'clear all selection filters'
how to bring selection filter?
Use the F5 key.

By the way, the "E" key start the filter for Edges by default. Drove me nuts when I first came across it - couldn't figure out why it was coming on.
