I received this 2D drawing and was asked if I could make a sheet metal part from it. I'm looking for any suggestions on where to begin.

I would start on the top view and build from there.
Some guy's start a part like this using the sheet metal base feature to start, I would prefer using the solid extrude and building the part as you see it, using solid extrudes and then adding the sheet metal bends, just a preference of mine.
Having never used sheet metal before, I don't even know where to begin. Can you map out the first couple of steps?
What is your version, 2012, 2011, 2010......?
I would start out with base flange and add edge flanges. There is a Tutorial on Sheetmetal that I suggest that you go through since you are a beginner at this functionality.
I tried playing with that but couldn't get the 2 "wings" to be right in the flat patterm. i.e. tangent to the arc.

You will need to double check all the dimensions, I think it's close but there are a few that weren't on the drawing,
After looking closer, you will need to use sketch bends for them.
