    DWG scale issue

I am having a problem creating DWGs from solidworks drawings.  What happens is the title box (the lines forming the box BUT not the words themselves) seem to scale themselves down and hide in one corner.  For example, if I have my drawing views set to sheet scale, and sheet scale at 1:4 (on a standard letter size sheet), the title box lines become 4 times smaller.  The rest of the DWG is to scale.  Up until recently (mid 2011), this did not seem to happen, or only occassionally, but now it happens all the time.

Possibly related to this, when I open up the DWG in eDrawings, and measure a line dimensioned as 8", it will tell me the line is 2", BUT when I open up the same DWG in AutoCad or Solidworks 2D Editor, then it measures the correct 8".

NOTE: When I enable scale output 1:1, it fixes the eDrawing dimension problem, but not the title block one.

Attatched is DWG with this problem.

Thank you in advance for any help on the matter.

Playing around with these files over the last while, I seem to be able to get what I want with the title block by saving the drawing as a .drw, then closing it, reopening the file, then saving as a .dwg.  This seems to be working so far, but it makes no sense to me.

The eDrawing dimensions are still wrong, however.
