We have been having network issues for quite some time. Our VAR suggested it may be because our server has a 32 bit OS and our workstations are 64 bit. Does this make any sense?
Does SolidWorks have system requirement criteria for networks?
What are your network issues?
Check out the system requirements for PDM. Will be as close as you get for server requirements.
That's a total cop-out! If you are having networking issues then it's the network equipment\ or hardware, not OS.
How many hops/pieces of hardware between your workstations and the server?
What speed are your running (100Mbit, 1Gbit, etc)?
RAM on server?

I couldn't agree more.
Our office has been running this setup (XP32 server + 2x XP64 w/stations) for around 5 years now. Faultless performance. Just steer away from NAS type servers and you should be fine. As Tony mentioned above, look deeper into your network design components.
Are you employing any PDM software ?
You may want to upgrade from XP, its not being supported for much longer or not at all. Windows 7 x64 is awesome.

What is the server serving? SNL licenses, Workgroup PDM vault, Enterprise PDM database server, or Enterprise PDM archive server
