Not sure why, but I suspect that because the edges are beveled all around, no bends are identified when I use "insert bends" to convert it to sheetmetal.
It is an imported STEP file that is intended to be bent from 11ga CRS.
Are the beveled edges the problem?
Any easy fix?

Are you inserting the bends or converting the bends?? You should be able to insert the bends and if you can't:
1. Check and change the bend radius, most likely you need to make the radius smaller, till the part bends and if that doesn't work;
2. Get rid of the beveled edge,

The part is already bent but it's a dummy solid so no need to insert bends.
Measure the thickness of the imported solid with the measure tools. (M)
Measure the bend radius of the imported solid with the measure tools. (M)
Converting to Sheet Metal should get rid of the beveled edges once you hand pick the two bend faces.

I know that and I think that's what he was trying to do, rather then converting to sheet metal. I have come across imported parts that needed to be done by inserting the bends rather than converting, and that is where changing the bend radius can make the difference.

I would suggest the same as John, in my experience insert bends more often does the trick... Just try and see. And if it still doesn't work, as suggested here before, get rid of the beveled edges. This should work in my opinion...
I absolutely agree with the both of you that insert bends is a good feature. I think it does not help that we're all kind of jumping the gun, myself included, in making assumptions on how the OP is trying to tackle this task.
I'm just not seeing why converting the part he has is difficult. Maybe I am missing something here? I'm curious now. I quickly modeled up a dummy version, beveled the edges, and converted it to sheet metal afterwards per the screenshot I attached. If you look at the screenshot I uploaded, it has beveled edges.
If the fall back solution being suggested is to get rid of the beveled edges then maybe it would be best to explain how to do so easily? I would love to know how without manual tedium.

For me it's about "Old School" I almost always go for the insert bends rather then convert bends, just more comfortable that way... Weird, can even pick a good reason why,
That is what makes SW nice, it really doesn't matter how "I" use it, just so Dale gets accomplished what needs to get done!!

And that's what I love about this forum and the SolidWorks community. Even though I've shifted gears and stopped SolidWorks development I am always still drawn to this forum and all it's helpful members that post helpful ideas and suggestions.
Those beveled edges are problematic but aren't a deal breaker, you just can't use "Collect All Bends" when you convert. Manually select a base face, then manually select the two bends.
