I downloaded this solid asm from traceparts but when I open it up the model seems locked and none of the parts will move when i grab them. I want to add rotational mates but it doesn't seem to allow it. Attached is view of open part.

The (f) prefix to the part name in the Feature Manager shows that both parts are Fixed. Right-click one of the parts and select the Float option, then apply mates to suit.
If this is an assembly that you have inserted into another assembly, you may also need to RMB on it in the tree, choose the Component Properties icon, and then choose Solve as Flexible.
