Is the component fixed or floating? If it is fix or fully constrained, the choice for the triad will not show up on the RMB menu.

It happens with all components within the assembly, fixed or floating. Talked to my service provider and they said it may be becuase of an error in the registry. Found a temporary workaround by assigning a keyboard shortcut to "move with triad."

Does it goes with all assemblies or just specific? Can you reset the SolidWorks registry if you've admin rights?

I have also had this issue, very frustrating. For some reason my "move with Triad" does not show up when the measure tool is open.
I found closing this measure tool solves the issue.

"Move with triad" command available only in Edit mode of subassembly of Pipe_xx General Assembly - i.g. in Feature Manager design tree just Right click on Pipe_xx General Assembly where is component ,after that right click on the component you would like to rotate and "Move with triad" in Shortcut Menu will appear!

I am new to SW and I am having the same issues as the OP. I also am not able to Pan or Rotate view with mouse/key combos.
Does anyone have other suggestions to try?
I have reset registry and checked for customizing the right click menu to see if "Move With Triad" was listed there but it is not.

Welcome to SolidWorks forums Jonathan.
Did you tried expanding the list and check if it is there? Also click on customize menu option from the list (the one you get after right click) and then make sure "Move with triad" is selected else select it and click anywhere to get out.
