Ok, so I have a part that is up to Rev J and a drawing of it which is up to Rev C. I want to view Rev B of the drawing. When I check the drawing out of the vault I choose rev B for the drawing and What do I choose for the Rev of the part? And what do i select in the "As built , latest revision or latest available revision" area? I can't find this explained clearly anywhere.
IMHO, you have an issue with your procedure.
If the model changes the drawing should logically change.
You should have identical revisions for both model and drawing throughout the history.
As built = snap shot of drawing & model revisions at the time they were checked in.
When checking out a drawing select as built, then select the rev of drawing you want.
Watch the revision column of the model, it should change.
When you see the model revision change that is the revision the model was at when the drawing was checked in.
In the example below when drawing Rev B was checked the model was at Rev D.
IMPORTANT NOTE:
the model should never be ahead of the drawing.
The drawing can be ahead of the model but NOT vice versa.

Thanks, This is the kind of info I was looking for. I thought there must be an explanation of what “as built” does. But I could not figure out what to do about model Rev. It would be nice if when you check “as built”, your ability to choose the model rev would be disabled /grayed out.
I realize what you said is the normal revision progression. But it was decided we would change the part numbers to a new series when they were already at rev c or more. So I had to check out each drawing out of the vault, rename it and check it into the vault as the new series # Rev A. So I was trying to keep the parts files in the vault and just renamed them in the vault. I figured the drawing Revs would surpass the model Revs soon enough.

What is the logic for creating a new series when you get to rev C? Seems like an incredible waste of time for no added value.

If you want to look at a previous revision of a drawing, you would use the "As Built" option. As in your example, if say Drawing Rev B was created from Part Rev F, then if you open the drawing at Rev B "As Built". What it will do is copy Drawing Rev B and Part Rev F to your working folder and open them in SolidWorks.
I should add with the option "Latest Revision", if you open the drawing Rev B, it would copy Part Rev J to your working folder. So if drawing Rev C added a note to the drawing, The Rev B drawing would not have that note, but the drawing views of the part would reflect all the changes from Ref F to Rev J.
I honestly do not know what the "Latest Avaliable Revision" option does. OK, found this in KB.
This option has been introduced as a fix for SPR 579442 'opening assembly or drawing with latest revision fails to locate reference if latest revision of reference is not in a status that user has RO access'. By default documents with revisions to which user doesn't have access to were selected automatically if the 'Select all references' option is on. But it shouldn't work that way. Such references shouldn't be marked as available to retrieve from vault in case user login doesn’t have access to lifecycle status document resides in. Please refer attached PDF on more details how this option works.

I could not find a definitive description in the help file so I am "shooting from the hip". The few times I have done this I am pretty sure that when you select a previous revision for a drawing the vault pulls the correctly associated part/assembly files used to create that drawing rev - regardless of what revision is showing for those same part/assembly files in the open/checkout box.
I usually create a new folder named to reflect the revision and checkout the files into it.
Perform an experiment: check out a previous drawing revision into a new folder leaving all the other file revisions as shown. Once the drawing is opened in SW, RMC the drawing view and open the model. Take a look at the revision property in that model. Is it the latest revision as was showing in the checkout window, or is it an earlier revision that matches what is shown in the drawing view.
Maybe Ken or another PDMW trooper can answer more factually on this?
Let us know the result of the experiment.
