Make sure you have right clicked on a sub assembly and not part. Your picture is showing the properties of a part and that is why flexible is gray out. Just right click on the particular sub assembly, select properties and select flexible.
Like for example, in you pic, click on Slider Block (which is a sub assembly for this main assembly) and you'll have the flexible option on.
a screenshot of what you are seeing would be very helpful. Have you mated it at all, or are you talking right after inserting it?
things to check:
the sub-assembly is not fixed
if you want the sub-assembly to move in the parent assembly then it needs to be set as flexible, not rigid
