We have a user who would like to create the multiple configurations he needs within CircuitWorks. We suggested he bring the completed PCB board into SolidWorks and manage the configurations there.
But, he still wants to be able to do it in CircuitWorks?! Can he?

Just to update, it is not possible. We created an interface with the API which reads the BOM's multiple configurations after the CW is completed. Then we use the SolidWorks configuration abilities to create the multiple configurations from the CW, our files originate in Zuken. So it can be done once the file is run through CW.
it all depends on your definition of configuration
you can manage from within CircuitWorks which components appear in the completed assembly
you could save each "configuration" to a separate file
but you cannot create what SolidWorks users would think of as a configuration within CircuitWorks
you can have a SolidWorks Assembly with configurations, and send it through CircuitWorks, but only your present configuration will appear in CircuitWorks
and at least in the case of PADS, that is all you can use anyways, as it would not take multiple configurations
but my interpretation of your question is that you want to go from ECAD to SolidWorks
