Win7 Explorer -> Tools -> Work online?

Hello,

 

In Windows Xp explorer there was the manu bar. (File Edit Tools etc)

Now in windows 7 there is no manu bar.

 

How do I go from working off-line (PDM Works) to working online in windows 7?

 

In xp all it took is go to tools, and select work online.

But if there is no manu bar, where do I go?
