I am trying to design a wind turbine blade. The blade will be consist of NACA 63215. The chord length will vary from section to section.
To form a blade like that, Lofted Boss tool can be used. But what if I need to twist the blade to certain angle at every section?
Swept boss tool can be used to twist the sections, but does it allow the user to change the cross section. And
what would be the last step, if I want to make the blade empty inside?

You've probably already figured this out on your own, but you can use a Sweep to twist the sections. You will need two guide curves to change the chord length and you can use one or the both of them the also change the angle of attack. You will probably be using splines to generate your airfoil shape. Set the splines to be proportional in the Property Manager and then they will maintain their shape as the guide curves through the end points control the size and twist.
Once you have your blade shape correct, you can use a Shell feature to hollow it out. You will be limited to either a constant wall thickness or to a limited number of constant wall thicknesses, with a constant thickness for each face formed from a spline. If you need to change the wall thickness along the length of the blade or in different areas of the profile, you will need to make a Sweep Cut to generate the inside surface.
