I can reattach linear dimensions but how do I reatach diametric and angular dimensions, I am creating a new drawing from an existing design and replaceing parting in the assembly.
On edge i would use alt drag but ctrl drag dosn't seem to work.
Highlight the dimension, and the extention line that shows a red
extention box at the end drag that to the location you want it attached to.
If they both are red then you might just have to delete it and reinsert it.
both are red ... grrr this is begining to annoy me

I just went through this myself. For something that is supposed to be so easy to fix,
it sure brings a lot of frustration with it.
how hard wouldl it be to sort this? I feel am spending wayyyy to much time drafting and detailing because of issues like this.Saving notes would be nice as well.

Saving notes? I save common ones to favorites then call them up when I need
them. Saves retyping them everytime.
you couldn't show me the button and the steps please?
Highlight the note and select the "+" button.
and give the note a name
Then select this button.
and give it the same name and place it in a directory you know where
to find it. Then I would path to this directory in tools>options>system options>file locations>favorites.

can you do this with tolerances and welds?
You can do it with dimensions that have tolerancing encompassed into
it. Welds I am not sure. Basically where ever you see that series of buttons
at the top of the property manager is where it can be done.
