Any suggestions to more easily rotate form tools would be appreciated.
I seem to have trouble after placing my louver form tool and then need to rotate it.

I was going to use that but it was grayed out.
in the sketch of forming tool these options are grayed out?
Can you post the part?
After you've the placed the form tool, make sure you're in edit sketch mode and then use Tools > Sketch Tools > Modify Sketch

I did do that but options were grayed out.
I am starting to think this might be a 2011 SP3 issue.

Can you try the same on a sample file and if problems persists post the part here. Also can you post a screen shot of the grayed out option.
Also try restarting the SolidWorks.

If I remember right, the Modify Sketch tool will not show options for changes which are prevented by existing constraints. Check Display/Delete Relations as well as any existing dimensions for things that might prevent rotation of the locating sketch.
