I have a shaft that is bent I want to place a tooling ball on the end of the shaft. This is for a "GO"- "NO GO" gauge. So what I have is a cylinder at an angle and I want to place a sphere on the end of the cylinder and have concentric with the cylinder. There is no movement needed this is a fixed position.

The tooling ball would have a small flat on it, where it attaches to the shaft. How about if you make a flat on the ball, and then mate the flats and concentric? Just a thought
You could create points at the sphere center and also at the center of the cylinders flat end surface and just mate those two points to be coincident,

What about creating an axis in the cylinder down the middle as well as one
in the middle of the sphere and mate those. Then create an offset plane in the
sphere tangent to the bottom and then mate that to the flat end of the cylinder.
Is this what you are talking about?

Close, what I need is the tool ball purchased tangent to the flat surface of the shaft.

Just delete the tangent mate I added and slide the ball to where you need it.
Can you mate the planes?
