I have two questions on a sample model

1) I try to use circular pattern to add more teeth in my model, but it does not work. Please open the attachment model. I use the cylinder center axis as a refence axis and use circular rotation pattern to try to generate a few more teeth, but SW does not give me anything. Why?

2) In the same model, I want to put a slope along the inner circle. How should I apporach that? PLease read the jpg file and the model
