I have a main bom on the last sheet, and on the previous sheets i show assembly views to the main assembly, I have a bom on each sheet and I want to link the item numbers to the main bom. It seems like it starts a #1 every time i insert a new bom.

Right click on the drawing in 2nd sheet - under properties check the link to BOM1 box.
As for your BOM on sheet 2 only way to make it match is either copy BOM 1 and hide, or manually edit.

how do i copy a bom from one sheet and place it on other sheet?, then I can hide the rows that I do not need.
when i click on the bom and try to copy, it says can not copy.
Im not sure if this is what you are looking for but i have done this before:
For each part create a custom property for item number then when you create the BOM link a colum to the item property.
