I create the 3d model, open paper space/ layout? slap one dimension, quantity and material thickness on it, save it as SW drawing then save it as DWG, open SW DWG editor check dimension then email the DWG.
The laser cutter checks the dimension and has to scale it almost every time.
I figured out the scale factor by the dimension he was getting the opened the same DWG in edrawing and got the same incorrect scale.
I just opened a different drawing and it was 2.5" in SW 2.5" in DWG editor and 10" in e-drawings. In SW on that particular drawing sheet scale was set to 4-1. I think I had it so large because a text scale issue.

Ive had the same thing with DXF export, using the DWGeditor for the same reason. Measuring the SW 1:1- scale but the CNC-import getting the sheet scale 1:20.
Of some reason the editor seems to read the SW 1:1 scale. And when i have both software open the editor keep getting asking something like "Do you want to update to solidworks view" or similar, could that be it?
Make sure you have the option Scale output 1:1 set under export options.
On another note if it display correct in DWG editor, it should display correct in e-drawings too, so can you attach a sample file showing the behaviour you listed.
