flatten ring

Attached is a jpeg showing a hollow red cylinder with gray legs.  Both pieces are made from titanium and the legs are welded to the cylinder.  Welding these six legs is pretty time consuming and I am searching for a different solution.  My idea is to instead make a cylinder like the attached file, cylinder.jpeg.  Also attached is an iges file of the ring that would fit around the boss on the bottom of the cylinder.  Is it possible to cut this ring and then flatten it.  Once it is in the flattened state I would add legs to the design.  The ring could then  be made from a .030" thick sheet of titanium and then bent by hand  and welded to the bottom of the cylinder.  Make sense? Thanks for the help.
