The total length is about 100 mm. The ID of the non-flanged area is 20mm, while the ID of the flanged area is 6 mm. The thickness of the rubber material nees to be 3mm. The distance from top surface to lower surface of flange is 6 mm.

should create it. I suggest looking at some of the tutorials inside of solidworks.
