And what's the precision setting when you import the parasolid file?
I was having the same problem, the only thing that worked for me was to use SolidWorks Rx, and use the function of starting a SolidWorks session bypassing the options (at the bottom of the diagnostics page). Then you will have to manually resolve all the levels of components, a hassle, but a viable workaround.
