Why doth this software vex me so?
There is clearly a small gap here.
It is tangent. The infinite plane that the flat surface you selected (orange) is tangent to the purple cylindrical surface... somewhere. Probably way off in space.
And no, I'm not being facetious. If you want it to also be coincident, you need to select something, preferrably a point, on the smaller component, and make it coincident with the purple surface.
when you say small, how small? 0.00001mm?
Well SW says 0 but the cylinder I'm mating is 24" diameter just for perspective.
Are you sure this isn't an image quality thing?
Meaning that the circle when zoomed in looks like a hex?
Therefore making it look like it is tangent to a flat edge.
I know what you guys are getting at but I'm not trying to mate an electron to a neutron and the image looks fairly clean to me. There is a tiny gap like this elsewhere in the assembly but I just figured it was due to the realative size of the objects. This is a water heater tank assembly so I don't know what's going on. Sorry but I can't share the models.
I just tried simulating what you did and I do not have a gap.

Is it possible that you have a distance mate in the mix?
When someone with 4k posts says something I usually listen.
I guess I never considered it from that angle. I would have assumed the tangencies would have been somewhere in this Parsec!

See the coincident mate (from a point in the fitting sketch) you suggested.
The plot thickens
I suppressed the tangent mate and then created a new one (same technique other than this time the concentric mate was there first) and it worked like a charm.
So is that a bona fide glitch?

If you can reproduce that problem with new (non-proprietary) but very similar parts to the two involved, I suggest you submit to them to your VAR?
After reading Charles's explanation I don't know whether this is so much a glitch as an inconvenience. (see my response above)
